the function of observing and analysing weathersituations transforms the image of a measuring instrument into an architectural scale. the observation deck stands on three columns, supported by the stabilizing staircase.
the function of the ocular is replaced by a directional loop, that directs the view to significant landmarks and explains how the visual range informs about weather forecasts.
